New California Department of Insurance Prior Approval Rate Filing Requirements
Effective September 1, 2015, the California Department of Insurance ("the Department") is adopting new versions of the Prior Approval Rate Application and Prior Approval Rate Template, and introducing a new Standard Exhibits Template. To provide as smooth a transition to the new templates as possible, the Department will be hosting two webinars to walk through the new process. The webinar is intended for those individuals responsible for populating the Application and Templates in support of a rate, rule and/or form filing. Use of the new application and templates is mandatory for any filing submitted on January 1, 2016 and thereafter. Notice Regarding Property & Casualty Rate Application Filing Requirements
Electronic Filing Through SERFF Required as of January 1, 2015
Effective January 1, 2015, the California Department of Insurance (CDI) will require that all Property & Casualty Rate Applications be submitted electronically through the National Association of Insurance Commissioners (NAIC) System for Electronic Rate and Form Filing (SERFF)
As of January 1, 2015, CDI will no longer accept Property & Casualty Rate Applications submitted on paper or compact disc (CD).

Insurance Company Rate Filing Search
This link provides Web Access to Rate and Form Filings (WARFF) made to the Rate Regulation Branch. The system contains filings that have been submitted in a non-electronic format from 1998 to the present. As of July 29, 2009, filings made via SERFF (System for Electronic Rate and Form Filings) will also be available via this system. To retrieve a document, please complete the search and click on the File Number.
Filings made by Advisory Organization are available to the public but can only be viewed at one of our Public Viewing Room in San Francisco and Los Angeles.
NOTE: Filings submitted prior to the year 2000 do not exist in WARFF, however some of these older filings may still exist in state archives. Retrieval of these filings from archives may take as long as 90 days.

Rate Filing Review Process
The timelines followed by the Rate Regulation Division in reviewing rate filing applications from insurance companies. The review process has been greatly affected by the passage of Proposition 103.
