Data Source and Scope
The State of California has put in place programs to expand zero emission technologies in the transportation sector, including heavy duty vehicles. The list of insurers above implements California Insurance Code section 938 and is part of the Department’s data collection efforts focused on insurance availability for zero-emission technologies that reduce greenhouse gas emissions and improve air quality compared to conventional alternatives.
In February 2024, the Department disseminated the Zero-Emission Truck (ZET) Survey to all admitted insurers in California with non-zero premiums in Commercial Auto Liability and Commercial Auto Physical Damage insurance.
The Survey focused on companies with at least $1 million in commercial auto liability premiums in 2022 that underwrite tractor-trailer trucks (also known as semi-trailer trucks) engaged in drayage operations. The questions related to insurance offerings, rating factors, loss experience, vehicle coverage, and policy details. The Department received responses from companies in May 2024.
