Biography
![]() On October 5, 2023, Commissioner Lara appointed Teresa Campbell to the position of General Counsel for the California Department of Insurance and Deputy Commissioner for the Legal Branch. Teresa has been a long-standing member of CDI's Legal team since January 2001, serving most recently as Deputy General Counsel for the Legal Branch's Regulatory and Legal Services Division. She previously served as Assistant Chief Counsel of the Enforcement Bureau - Oakland, where she was responsible for litigating enforcement actions against insurers and licensed producers. Teresa was part of the team the promulgated the initial set of regulations ensuring consumers were informed and treated fairly by body shops, in addition to regulating the uses of original equipment manufactured parts when repairing vehicles in connection with covered auto insurance claims. As a staff attorney, she worked on special projects for prior insurance commissioners, including projects to develop and build metrics to measure the workload of the entire Legal Branch. With nine years of civil litigation experience defending large corporate clients and experience as a claims adjuster with a property and casualty insurer before joining CDI, Teresa has an extensive legal background and wide knowledge on a myriad of insurance issues. With her more than 30 years of legal experience, Teresa is well positioned to lead CDI's Legal Branch. Teresa received her Juris Doctor Degree from the Santa Clara University School of Law and her Bachelor's of Arts Degree in Economics from Stanford University. The Legal Branch consists of:
