Commissioner Lara announces reappointments to the CIGA Board of Governors

SACRAMENTO, Calif. — Insurance Commissioner Ricardo Lara today announced several reappointments to help drive forward the California Department of Insurance’s mission to protect California consumers. These reappointments include members Richard de la Mora, Jennifer Schnittjer, and Deepika Srivastava being reappointed to the California Insurance Guarantee Association (CIGA) Board of Governors.

“I am pleased to announce these reappointments to the CIGA Board of Governors,” said Commissioner Lara. “They all have proven track records of success and I am confident they will continue to ensure the CIGA provides a safety net for California’s insurance consumers protecting them from major financial loss.”

The CIGA Board of Governors oversees the guarantee association’s general operations and management in order to protect policyholders in the event of an insurance company insolvency. Established in 1969 by the Governor and California State Legislature, CIGA comprises all insurance companies admitted to sell homeowners, workers’ compensation, automobile, and other specified property and casualty lines of insurance in California.

The next CIGA Board of Governors meeting will be held on February 4 and February 5, 2025.

Richard De La Mora is Senior Vice President & Counsel, Head of Personal Lines at Farmers Group, Inc., where he is responsible for legal and regulatory oversight of all Farmers’ products throughout the United States. He has also served on the Farmers Enterprise Diversity and Inclusion Council, and as Executive Sponsor of the SOMOS Employee Resource Group. Previously, he was in private civil practice as a Partner at Barger and Wolen LLP, a California insurance regulatory and litigation firm where he represented insurers and health care plans in regulatory and litigation matters. De La Mora has been reappointed to the CIGA Board of Governors in a member insurer representative seat with a term ending December 31, 2027.

Jennifer Schnittjer is Vice President and Controller for the Automobile Club of Southern California. Schnittjer has over 20 years of experience in accounting and auditing and, in her current role, oversees the daily accounting operations including corporate accounting, corporate disbursements, corporate receivables, payroll, and financial reporting. Previously, she served as the company’s Vice President, Audit and prior to that, was with Deloitte as an Audit Manager in the financial services industry. Schnittjer is a member of the American Institute of Certified Public Accountants (CPAs) and the Institute of Internal Auditors. Schnittjer has been reappointed to the CIGA Board of Governors in a member insurer representative seat with a term ending on December 31, 2027.

Deepika Srivastava is Chief Operating Officer of The Doctors Company (TDC). Srivastava oversees claims, underwriting, sales, patient safety, and risk management for The Doctors Company, and the shared services of Technology, Cybersecurity, Innovation, and Enterprise Project Office for all TDC Group business units. She has served for over 20 years at TDC in various roles, including Chief Information Officer, Chief Information Security Officer, and Executive Vice President of MPL and TDC Group Shared Services. Srivastava has been reappointed to the CIGA Board of Governors in a member insurer representative seat with a term ending on December 31, 2027.
