Department issues Cease and Desist Order against former Orangevale insurance agent

SACRAMENTO, Calif. — The California Department of Insurance issued a Cease and Desist Order against former licensed insurance agent Jason Scott Toland, 40, of Orangevale, for allegedly selling insurance with a revoked license and leaving several clients underinsured and at financial risk.

The Department launched an investigation after receiving a complaint alleging that Toland issued a phony insurance certificate to a client. The investigation revealed that Toland was transacting insurance without a license from February 2020 to at least August 2020. Toland’s license was revoked by the Department on January 30, 2020.

The investigation further revealed Toland manipulated information on insurance applications which left several commercial trucking companies underinsured for liability coverage. Toland purposely misrepresented the number of trucks and trailers on applications in order to comply with insurers’ underwriting guidelines. Then, once the policies were issued, he would attempt to add additional trucks and trailers in violation of these guidelines. Some of these vehicles were involved in claims, but were not covered under the policy due to Toland’s actions.

Toland’s insurance license was revoked after a prior investigation by the Department found he had been engaging in these same deceptive practices.
