Filing Instructions for Joint Underwriters
The following applications and materials are based on section 1856 of the California Insurance Code.
Every group, association or other organization of insurers seeking to engage in joint underwriting or joint reinsurance through such group, association or organization or by standing agreement among the members thereof in California must submit an electronic copy of its application to the California Department of Insurance (CDI) at CAB-SF-Intake@insurance.ca.gov. Please note, CDI does not accept password protected emails or links.
Every group, association or other organization of insurers which engages in joint underwriting or joint reinsurance through such group, association or organization or by standing agreement among the members thereof shall file with the commissioner:
- Copy of the group, association or other organization’s constitution, certified by the custodian as an original;
- Articles of incorporation, agreement, or association, certified by the custodian as an original;
- Bylaws or rules and regulations governing its activities, certified by the custodian as an original;
- List of its members;
- Name and address of a resident in this State upon whom notices or orders of the commissioner or process may be served.

- Please note: The Agent may not be a corporate entity and must be a natural person who is a resident of California.
- Filing fee: Please submit a filing fee of $246 pursuant to section 12921.6(a)(1) of the California Insurance Code.
Every such group, association or other organization shall notify the commissioner promptly of every change in its constitution, its articles of incorporation, agreement or association, and of its by-laws, rules and regulations governing the conduct of its business; its list of members; and the name and address of the resident of this State designated by it upon whom notices or orders of the commissioner or process affecting such group, association or organization may be served. Notice of changes to required documents can be submitted to CAB-SF-Intake@insurance.ca.gov.
- Submit each notification of change with a $79 filing fee pursuant to section 12921.6(a)(1) of the California Insurance Code.
- For a change in the Appointment of Agent form, please submit a revised form: CDI-076 – Appointment of Agent and Attorney for California and the $79 filing fee pursuant to section 1601 of the California Insurance Code.
Name Approval
Pursuant to section 882 of the California Insurance Code, when two or more insurers propose to issue an underwriter’s policy, each insurer shall first file an application for approval and registration of the name or title under which the policy is to be issued, together with a fee of $79.

Name Renewal
Pursuant to section 884 of the California Insurance Code all underwriters’ must renew their name.
Unless renewed, the approval and registration of all underwriters' names shall expire at 12:01 a.m. July 1 of each even-numbered year. Underwriters’ can renew their name by filing:
- Application for Approval (or Renewal) and Registration of Name for Underwriter's Policy
- Filing fee of $28 pursuant to section 884 of the California Insurance Code.
The application for renewal shall be filed during the month of May preceding that July 1 of each even-numbered year.
Upon receipt of a proper renewal application and payment of the filing fee, the commissioner will renew the approval and registration of the underwriter's name unless he or she makes specific statutory findings. See Cal. Ins. Code § 884.
