AGENTS & BROKERS: CONTINUING EDUCATION (CE) PROGRAM REQUIREMENTS

Continuing Education Requirements

A.  For fire and casualty broker-agent:

     1.  Hours required for new licenses issued after 1/1/92:

a.  Complete a minimum of 25 approved credit hours for that license type for each of the first four 12-month periods, starting from the issuance date of the original license. Licensees must also complete four hours of ethics continuing education training every license term as a part of the requiements.  If the licensee solicits individuals for the sale of long-term care (LTC) insurance, beginning with the 12-month period ending in 1994, 8 of each 25 hours must be in specially designated LTC courses.

1.  Thereafter, complete 30 approved credit hours for that license type during each two-year license period, including four hours of ethics continuing education training. If the licensee solicits individuals for the sale of LTC insurance, then 8 of each 30 hours must be in specially designated LTC courses.

2.  EXAMPLE License issued 3/15/92:

25 CE hours (3/92 - 3/93)
25 CE hours (4/93 - 3/94) RENEW 3/94
25 CE hours (4/94 - 3/95)
25 CE hours (4/95 - 3/96) RENEW 3/96
30 CE hours (4/96 - 3/98) RENEW 3/98

     2.  For licenses issued before 1/1/92:

a.  Licensees renewing in 1993 need to complete 15 credit hours before renewal. For renewals in 1994, 1995 and thereafter, 30 credit hours need to be completed during each two-year license period, including four hours of ethics continuing education training. The credit hours must be for the license type held.

b.  If the licensee solicits individuals for the sale of LTC insurance, then 4 hours of the 30 must be in specially designated LTC courses for all renewals in 1994 and 8 hours of the 30 must be in specially designated LTC courses for all renewals in 1995 and thereafter.

B.  For Life Only Agents and/or Accident and Health Agents:

1.  Complete a minimum of 24 approved credit ours for that license type per each two-year license term, including four hours of ethics continuing education training.  If the licensee solicits individuals for the sale of long-term care (LTC) insurance, beginning with the 12-month period ending in 1994, 8 of 24 hours must be in specially designated LTC courses.

C.  For Fire and Casualty Broker-Agent and Life Agents (Life Only Agents and/or Accident and Health Agents) with dual license holders:

1.  The CE requirement goes to the individual, not to each license held. The CE requirement can be met by taking courses approved for either license type. For more detailed information on the CE requirement go to the New Life Agent Requirements Notice.

D.  Non-resident license holders:

  1. Home state has CE requirements:
Existing licenses will be renewed and new licenses can be issued if the home state's requirements are met. In addition, the specific LTC requirements must also be met if the licensee solicits individuals for the sale of LTC insurance.

 2.  Home state does not have CE requirements:

Current licensees must meet the CE requirements stated above, or the license will not be renewed. New licenses will be issued if the applicant has a current license in good standing in the home state. Then the CE requirements stated above must be met or the license will not be renewed.

E.  For Personal Lines Broker-Agents:

1.  Section 1749.31 of the California Insurance Code states: 

An individual licensed as a personal lines broker-agent is required to complete a minimum of 10 hours of continuing education during each calendar year of the two-year license term, including two hours of ethics continuing education training.

2.  The Personal Lines Broker-Agent Licensee may satisfy this requirement by taking any approved fire and casualty continuing education course.

3.  Section 1749.6 provides that any person failing to meet the continuing education requirement shall have his or her license automatically terminated. The process to re-activate a terminated license is costly and time-consuming. In order to re-activate a terminated license, the licensee must complete the required continuing education and satisfy any other outstanding requirements. Additionally, the licensee must submit new action notices (Form 447-54A) and/or organizational endorsements (Form 411-8A) for each company that the Personal Lines Broker-Agent intends to transact for because those affiliations are terminated when the personal lines license is terminated.

4.  Renewal Period

The personal lines broker-agent license will be issued for a two-year fixed term that begins on January 1 of the first year and ends on December 31 of the second year.

F.  For Limited Lines Automobile Insurance Agent

1.  Complete a minimum of 20 hours of CE each license term, including two hours of ethics continuing education training.  The license term is defined as the two-year period beginning on the date the license was originally issued and ends two years later on the last day of the month that the license was originally issued.
