Field Rating and Underwriting Bureau
The Field Rating & Underwriting Bureau (FRUB) is a member of the Consumer Services and Market Conduct Branch of the California Department of Insurance. FRUB conducts examinations of California licensed insurers' rating and underwriting practices. FRUB's market conduct examination results are documented in reports filed with the Insurance Commissioner.

The mission of the Field Rating & Underwriting Bureau is to protect California insurance consumers by enforcing the provisions of the California Insurance Code and other applicable insurance laws through on-site examinations and special investigations of the rating and underwriting practices of licensed California property and casualty, and life and health, insurers.
About the Field Rating & Underwriting Bureau
Field Rating & Underwriting Bureau exams focus on customer selection, sales, marketing, and pricing. A staff of approximately 20 people travel across California and the entire United States conducting these market conduct examinations. Field Rating, as the bureau is known, is dedicated to the protection of California's insurance consumers and the advancement of insurance availability and affordability. In a typical year, the Field Rating and Underwriting Bureau completes 100 or more insurer examinations, and recovers significant return premium dollars for consumers.
What is a Field Rating & Underwriting Exam?
Field Rating & Underwriting examiners document alleged violations of law for possible enforcement actions and work with insurers to implement corrective measures. The examinations are both corrective and preventative. California's insurance consumers receive restitution when corrective actions are implemented by an insurer as a result of deficiencies, overcharges, or violations discovered during the rating and underwriting examination. Future insureds are also protected by the new guidelines and procedures implemented by the insurer as a result of the examination to achieve compliance with the law. Public reports of market conduct examinations are available for viewing.
