Insurance Commissioner Lara announces appointment to the California Long Term Care Insurance Task Force

SACRAMENTO, Calif. — Insurance Commissioner Ricardo Lara today announced the appointment of Dean Chalios, President and CEO of the California Association for Health Services at Home, to the California Long Term Care (LTC) Insurance Task Force. Chalios joins the Task Force as the representative of hospice and palliative care providers pursuant to AB 567 (Calderon, Chapter 746, Statutes of 2019).

“Planning for future long-term care needs is critical for the health and safety of all Californians,” said Commissioner Lara. “I welcome Mr. Chalios's insight at this crucial point in the process of recommending options for a statewide program that would help ensure all people can age with security and dignity.” 

Created by the Governor’s signing of AB 567, the LTC Insurance Task Force, under Commissioner Lara’s leadership, is exploring how a statewide long-term care insurance program could be designed and implemented to expand the options for people who are interested in insuring themselves should they encounter functional or cognitive disability that requires long-term care, services, and supports.

Over the next several months, the Task Force will solidify its recommended options for a statewide long-term care insurance program design and prepare a feasibility report for the Commissioner, the Governor, and the Legislature by January 1, 2023. The recommendations made by the Task Force in the feasibility report will then be analyzed in an actuarial report to ensure an adequate benefit within a solvent program which, if approved by the Task Force, will be submitted to the Legislature by January 1, 2024.

The next LTC Insurance Task Force meeting will be held on Thursday, June 16, 2022.

Dean Chalios is President and Chief Executive Officer of the California Association for Health Services at Home (CAHSAH). In that capacity, he is responsible for overall policy development, management, and operations of the largest state home care association in the nation. He has been an association executive and health care policy advocate for over 20 years having held senior positions with the California Medical Association and the California Dental Association and has also served on the staff of the California State Assembly and the United States Senate. Chalios joins the Task Force as the representative of hospice and palliative care providers with no term limit.
