In an effort to increase public participation and improve the quality of potential regulations, Government Code section 11346.45 permits an agency to hold pre-notice public discussions about proposed concepts which may or may not ultimately evolve into a formal rulemaking proceeding. These pre-notice public discussions, more commonly known as "Workshops" are an opportunity for the public to engage in a more informal dialogue with the agency about various topics relating to a particular rulemaking concept, such as the need for the theoretical rule, the proposed scope for the theoretical rule, and the laws which relate to the development of the theoretical rule.
