Application for an Insurance License is now available Online
Attention all insurance license applicants! The California Department of Insurance (CDI) recently developed the Fast Licensing Application Service is Here (FLASH) that allows both resident* and nonresident* license applicants to apply for a Fire and Casualty Broker-Agent, Life Agent, or Personal Lines Broker-Agent insurance license online.  This service requires the applicant to pay their licensing fees with a credit card (American Express, VISA or MasterCard) or debit card (with the VISA or MasterCard logo) and, after submitting the application, schedule their license examination. 

To complete the license application, all the applicant needs to do is follow the steps noted below.  This is truly an interactive service that will send your license application and fees via the Internet to the CDI.  By using the FLASH service, the applicant will complete the license application and pay the application and examination fees.   Very soon after submitting the application, the CDI will send an e-mail confirming receipt of the application.  At that time, the CDI's e-mail will provide instructions for the applicant to schedule, through the Internet, his or her license examination at a time, location and date that is convenient.

FLASH Frequently Asked Questions

The FLASH service allows all resident and nonresident license applicants to log-on to the CDI's Web site to apply for a license online.  The FLASH service uses the same Individual Application, Form 441-9, that applicants complete and mail to the CDI.  

This process will expedite your license application.  With the FLASH service, many delays associated with the manual processing of the application will be eliminated.   The FLASH service will provide the license applicant with a confirmation that the CDI received the license application.  This confirmation will provide the applicant with the date the application was received by the CDI, the date the fees were submitted, and allow for the applicant to schedule his or her license examination at a time, date and location that is convenient.  Use the FLASH service to process your license application quickly!

*All resident and nonresident applicants who submit an Individual Application, Form 441-9 for an insurance license will be required to obtain fingerprint impressions.  The links provided for the resident and nonresident applicant have instructions on how the fingerprint impressions are to be submitted to the CDI.
