FLASH Application

Online Application for an Insurance License

The California Department of Insurance (CDI) requires California resident applicants to first pass the qualifying license examination prior to submitting their license application.

This affects California residents applying for any license in which an examination is required (i.e., life, accident and health, property, casualty, personal lines, limited lines automobile, and life limited to funeral and burial expenses). CDI's online application service Fast Licensing Application Service is Here (FLASH)  requires applicants to enter a unique 12-digit identification number which is located on the upper left corner of the passed examination letter. FLASH only allows the application to be submitted if the applicant enters the correct identification number and has passed the examination, not just scheduled the examination. Consequently, for an application to be accepted, the applicant's identification number entered must be identical to the identification number that is stated on the passed examination letter.

The identification number consists of the applicant's last four digits of his or her social security number (e.g., 7777), followed by the two-digit birth month (e.g., 01), followed by the two-digit birth day (e.g., 02), and finally, the four-digit birth year (e.g., 1963). In this example, the 12-digit identification number would be 777701021963. The online application service will only allow the application to be submitted if the identification number is correct and you passed your license examination.


The Fast Licensing Application Service is Here (FLASH) allows both resident license applicants*, after they pass the license examination if it is required, and nonresident license applicants* to apply for a Property Broker-Agent, Casualty Broker-Agent, Life-Only Agent, Accident and Health Agent, Personal Lines Broker-Agent, Limited Lines Automobile Insurance Agent, Surplus Lines Broker, Special Lines' Surplus Line Broker, Motor Club Agent, and a Title Marketing Representative Certificate online. This service requires the applicant to pay their licensing fees with a credit card (American Express, VISA or MasterCard) or debit card (with the VISA or MasterCard logo) and, after submitting the application, schedule their license examination. 

To complete the license application, all the applicant needs to do is follow the steps noted below. This is truly an interactive service that will send your license application and fees via the Internet to the CDI. By using the Fast Licensing Application Service is Here (FLASH) service, the applicant will complete the license application and pay the application and examination fees. Very soon after submitting the application, the CDI will send an e-mail confirming receipt of the application. At that time, the CDI's e-mail will provide instructions for the applicant to schedule, through the Internet, his or her license examination at a time, location and date that is convenient.

The Fast Licensing Application Service is Here (FLASH) service allows all resident and non-resident license applicants to log-on to the CDI's Web site to apply for a license online. This process will expedite your license application. With the FLASH service, many delays associated with the manual processing of the application will be eliminated. The FLASH service will provide the license applicant with a confirmation that the CDI received the license application. This confirmation will provide the applicant with the date the application was received by the CDI, the date the fees were submitted. Use the FLASH service to process your license application quickly!

*All resident and some nonresident applicants who file for an insurance license will be required to obtain fingerprint impressions.
