Language Assistance Program (LAP) Report to the California Legislature
California Insurance Code Sections 10133.8 and 10133.9 along with California Code of Regulations Sections 2538.1-2538.8 require that limited-English proficient (LEP) and non-English speaking health consumers are provided with meaningful access to interpreters when accessing their health care. Insurers are also required to translate vital documents.
This Department is required to report to the California Legislature every two years on health insurer compliance with the regulations. This Fifth Biennial Report to the Legislature covers the period January 1, 2014 - December 31, 2015.
