The Consumer Services Division (CSD) is responsible for gathering and responding to consumer inquiries and complaints regarding insurance company or producer activities. If you have questions or want to file a complaint, visit our Getting Help page.

Companies wishing to do business in California and existing companies seeking approval of corporate transactions should direct correspondence to the Corporate & Regulatory Affairs Branch. The Corporate & Regulatory Affairs Branch does not provide legal representation to individual citizens about insurance related matters. Producer Licensing Bureau

The Producer Licensing Bureau is assigned the mission to protect the public from economic loss caused by misrepresentation, dishonesty and incompetence by determining the qualifications and eligibility of applicants for licenses; maintaining and updating records of all licenses issued including information regarding licensee continuing education status; and approves prelicensing and continuing education providers and courses. Matters regarding insurance licensing and education should be directed to:

Legal Branch

Office of the Ombudsman

The Office of the Ombudsman works closely with every division in the Department to ensure prompt responses and exemplary customer service. The Ombudsman also serves as the primary contact for legislative offices and focuses the spotlight on areas in need of regulatory reform. The office facilitates all board and committee appointments for the Commissioner and carries out special projects aimed at streamlining department operations.
