About Us: Public Viewing Rooms

Public viewing rooms are maintained in San Francisco and Los Angeles for members of the public to review and inspect all rate applications received by the Department. The addresses and telephone numbers for the public viewing rooms are as follows:

45 Fremont Street, 23rd Floor
San Francisco, CA 94015
(415) 538-4300

300 South Spring Street, 12th Floor
Los Angeles, CA 90013
(213) 346-6707

Filings may be viewed Monday through Friday, from 8:30 am to 5:00 pm in San Francisco and from 8:00 am to 4:30 pm in Los Angeles. Please call in advance to schedule appointments to use the public viewing rooms.

The public may view all rate, rule, forms, and new program filings accepted by the Rate Filing Bureaus and Rate Filing Bureau for Workers' Compensation. This includes all property and casualty lines of insurance (personal filings such as automobile and homeowners and commercial filings such as package programs), workers' compensation, title insurance, and advisory organization filings. Filings may include ratemaking justification, rate manuals, policy forms and endorsements. In order to help locate a particular filing, filing listings are arranged by company name and line of business.   Filings older than three years are maintained off-site and require several days to be retrieved.

Pleading documents from hearings are also available in the public viewing rooms.

The public viewing room staff will photocopy most pages of filings for 63 cents per page plus tax. Or, photocopiers may be brought into the viewing rooms. Another alternative is to order copies through a photocopying service.

For viewing room visitors intending to reproduce copies of filings using their own equipment, there will be a fee charged beginning September 1, 1996. This fee is required to offset clerical time expended in locating and making records available. The charge is $6.00 per quarter hour, or any portion thereof.
