Who We Are

The California Department of Insurance (CDI) is the state regulatory agency that oversees the business of insurance conducted in California. State Law (California Insurance Code Section 12900 et. seq.) established the CDI and details its responsibilities. The CDI fulfills this function by

  • Investigating or mediating consumer complaints,
  • Regulating insurance companies,
  • Investigating insurance fraud,
  • Analyzing and auditing insurance companies to ensure their financial stability, and
  • Collecting taxes and fees to support its operation.

The CDI has served the public for more than 130 years.

It is the intent of the Insurance Commissioner to secure and promote a vigorous insurance environment that demonstrates honesty, fairness, and equity for California consumers. To that end, the CDI created the Consumer Education and Outreach Program.

This program enables the CDI to enhance its efforts in educating the public and to find new and exciting ways for Californians to learn about the ever-changing insurance industry.

This program is administered by the Consumer Education and Outreach Bureau (CEOB). The CEOB shares the expertise of knowledgeable insurance professionals within the CDI with civic, community, educational, and law enforcement organizations through its Consumer Education and Outreach Program.

What We Do

Our staff are assigned to handle a variety of events throughout the state.

In addition to providing speakers, we provide staff to handle workshops, health forums, town hall meetings, seminars, educational panels, and partner with other governmental agencies to promote comprehensive consumer education.

Our staff have provided presentations to groups on such important insurance topics as:

  • Life Insurance
  • Viatical Settlements
  • Annuities
  • Title Insurance

We Are Ready to Serve Your Needs

We have designed our Consumer Education and Outreach Program to make it easy for your organization to let us assist you in planning an event in the near future.

We will work with you to help accommodate your schedule. However, please be aware that we may not be able to accommodate all requests due to scheduling and staffing limitations.

We are available for most meeting times, Monday through Saturday. We ask only that you call well in advance of your event to ensure our availability. You can schedule a presentation as much as six months in advance.

The CDI has offices throughout the state. We can assist you with your program event needs in most California communities. Complete our Help Us Help You form to request our assistance.

The Special Projects Division

The Special Projects Division supports the Commissioner's Executive Team in analyzing emerging insurance issues with policy implications.

The Statistical Analysis Division

The Statistical Analysis Division conducts data calls mandated by statute and regulation and at the direction of the Executive Team, researches specific, quantitative policy issues. These units identify and measure trends in the industry in order to support the Commissioner's decision-making process. By integrating facts, policy development, planning and research, the Policy and Planning Branch helps solve significant problems faced by consumers, industry stakeholders, and responds to the needs of the Governor and Legislature in a coordinated, efficient fashion.
