The Consumer Services Division (CSD) is a member of the Consumer Services and Market Conduct Branch of the California Department of Insurance (CDI). CSD is responsible for gathering and responding to consumer inquiries regarding insurance company or producer activities. The goal of CSD is primarily to protect California insurance consumers through enforcement of the California Insurance Code and related laws and regulations. For calendar year 2004, CSD received approximately 300,000 consumer telephone calls, handled 39,737 written cases, and recovered $43,252,839 for consumers.
CSD maintains four separate bureaus to handle telephone inquiries (Consumer Communications Bureau), education and outreach activities (Consumer Education and Outreach Bureau), as well as, respond to consumer complaints in regards to claims handling practices (Claims Services Bureau) and/or rating and underwriting issues (Rating and Underwriting Services Bureau).
The Consumer Communications Bureau is responsible for managing the CDI toll-free telephone line, resolving consumer complaints that are time-sensitive in nature, administering the Mediation Program, leading the CSD Health Triage Team, chairing the CSD Inter-Agency Health Team, responding to inquiries received through the Department’s Web site, and assisting consumers at the public counter.

The Consumer Education and Outreach Bureau is responsible for enhancing CDI's efforts in educating California's consumers about the ever-changing insurance industry. CEOB shares the expertise of knowledgeable insurance professionals within the CDI with civic, community, educational, and various law enforcement organizations.
The Claims Services Bureau is responsible for investigating, evaluating, and resolving all consumer claims complaints.
The Rating and Underwriting Services Bureau is responsible for investigating, evaluating, and resolving all consumer rate and underwriting complaints.
