News: ESTIMATED RATE OF UNINSURED MOTORISTS The estimated rate of uninsured motorists is based upon vehicle registration data maintained by the California Department of Motor Vehicles (DMV) and data for private passenger liability insurance reported to the California Department of Insurance (CDI) by insurers. Other methods of evaluating rates of uninsured vehicles, such as studies based upon accident claims, may result in different estimates.
