Statement By Insurance Commissioner Dave Jones Supporting Integrity Of Senator Ed Hernandez

I was present at the June 29th hearing of the Senate Health Committee on AB 52 and know first-hand that Senator Ed Hernandez did not intend to demean or be insensitive to anyone. He went out of his way to make sure that all members of the public had a chance to be heard and did not limit the testimony in any way.

I have worked closely with Senator Hernandez for a number of years. I have high regard for him and the way in which he conducts himself. He has gone into public service to address issues and challenges facing Californians. I know that Senator Hernandez takes very seriously the issue of access to medical care for all Californians, particularly those of color and those of lower incomes.

I oppose many of the amendments to AB 52 that Senator Hernandez proposed earlier this year, as they would gut the core provisions of the bill which would give the Insurance Commissioner and the Director of the Department of Managed Health Care the authority to reject excessive health insurance rates. There are other issues on which amendments can be made to the bill. AB 52 is one of the most significant bills of the 2011-2012 legislative session and I will continue to work with Senator Hernandez on this issue.
