Department announces executive leadership changes
SACRAMENTO, Calif. – Insurance Commissioner Dave Jones today announced a change in his leadership team, as Chris Shultz, deputy commissioner of Community Programs and Policy Initiatives has accepted an appointment as the chief deputy director with the Department of Consumer Affairs.

Commissioner Jones appointed Amorette Yang, who currently serves as chief of the Community Programs and Policy Initiatives branch, to replace Shultz as deputy commissioner. Yang joined the department earlier after serving as capacity building manager for the New York City Department of Youth and Community Development.

Yang brings both public and private sector experience to her new role, including a background in public policy, nonprofit capacity building, community organizing, and strategy consulting at a top-tier management consulting firm. Yang studied political science at UC Berkeley and received a Masters of Public Administration from Columbia University.

Shultz managed a number of important and pressing issues, including the Uber/Lyft insurance gap, the department's insurance diversity initiative, and how autonomous vehicles fit into the department's insurance regulatory scheme.
