Anti-Fraud Awareness Training

Ethics – One-Hour Agents and Brokers Anti-Fraud Training


Effective March 1, 2023, California Insurance Code sections 1749, 1749.3, 1749.31, 1749.32, and 1749.33 will require Education Providers (Providers) to incorporate one hour of study on insurance fraud into their 12-hour ethics prelicensing education and their three-hour ethics training courses (Senate Bill 1242, Committee on Insurance, Chapter 424, Statutes of 2022).

The revised 12-Hour Ethics Educational Objectives and the Three-Hour Ethics Training Course Development and Review Guidelines include the one hour of insurance fraud training. This training is a part of, and not in addition to, the 12-hour ethics prelicensing and three-hour ethics training requirements stated in the above Insurance Code sections.

The California Department of Insurance’s (Department) Enforcement Branch-Fraud Division required one hour of study on insurance fraud is available in the following formats.

  • YouTube Format – This is the Department’s one hour of study on insurance fraud. Agents and brokers who complete this course must submit the “Agent/Broker Training (Anti-Fraud Awareness) Certificate” to receive one hour of continuing education credit. The link to this Certificate is provided below the screen showing the training.
    • Incorporate Course – Providers may convert this YouTube version of the Department’s one hour of study on insurance fraud and incorporate this training into their ethics courses. Providers must have their students (e.g., license applicants, agents or brokers) complete the Department’s “Certificate of Attendance.” The link to the Certificate is provided below.
       
    • Standalone Course – Providers may also use this YouTube version as their standalone one-hour ethics training course by submitting a Course Approval Application, LIC 446-3, and submitting a copy of the Department’s Notice on the Revised Ethics Training Includes New Law Requiring Providers to Incorporate The Department’s One Hour of Study on Insurance Fraud as authorization to use the Department’s course. As previously stated, Providers must have their students (e.g., license applicants, agents or brokers) complete the Department’s “Certificate of Attendance.” The link to the Certificate is provided below.
  • Moving Picture Experts Group-4 (MP4) Format – Providers who incorporate this version of the Agents and Brokers Anti-Fraud Training must have their students (e.g., license applicants, agents or brokers) complete the Department’s “Certificate of Attendance.” The link to the Certificate is provided below.
  • PowerPoint Format – Providers who incorporate this version of the Agents and Brokers Anti-Fraud Training must have their students (e.g., license applicants, agents or brokers) complete the Department’s “Certificate of Attendance.” The link to the Certificate is provided below.  This training presentation is also available in Spanish.

    Certificate of Attendance – Agents/Training (Anti-Fraud Awareness) – Providers may add instructions on the “Certificate of Attendance” for students to follow after they complete the Providers ethics training course which includes the Department’s one hour of study on insurance fraud.

    Students (e.g., license applicants, agents and brokers) must complete the Department’s “Certificate of Attendance, Agents/Training (Anti-Fraud Awareness)” as proof the students completed the one hour of study on insurance fraud.
