The California Department of Insurance electronic subscription service is free.  

This service offers interested parties a convenient way to receive information disseminated by CDI. With this service, users may subscribe to receive various Department of Insurance documents by e-mail.  With a subscription profile, you get the updated information you want automatically without having to come back to the website and check for changes.
