Sacramento- Shirley Grays, Kashari Small and Kimie Brown were arrested on one felony count of insurance fraud for providing false statements in support of an insurance claim. Grays and Brown were booked into Sacramento County Jail and Small was booked into Fresno County Jail. On July 15, 2010 Brown and Small were involved in a low-speed collision. Five days later Grays, an acquaintance of Brown, provided a recorded statement to Progressive Insurance claiming she was driving the vehicle when the collision occurred. Both Brown and Small filed injury claims with Progressive Insurance.

An investigation revealed that Grays, Small and Brown conspired to defraud Progressive Insurance. Grays admitted to detectives with the Department of Insurance Fraud Division that she was not in the Cadillac when the collision occurred in July 2010, nor was she even in the area. Brown admitted that she lied about the circumstances of the collision and subsequent insurance claim because she was driving on a suspended license. The loss to Progressive Insurance would have been $2,000 had they paid this claim.

This case was investigated by the California Department of Insurance Fraud Division, Sacramento Regional Office.
