Stakeholders weigh in on California’s bail system at public hearing

SAN FRANCISCO, Calif. — Insurance Commissioner Dave Jones issued the following statement after holding a public hearing today on California's bail system:
"I thank all who attended today's hearing and provided valuable input regarding California's bail system. The goal of this hearing was to explore the bail system in California, including the current structure and process, and to hear from various interested parties about their perspectives on the current bail system and potential options for reform. The public hearing process is an important step in considering all potential impacts and possibilities for improvements. The California Department of Insurance has regulated the bail bond business since the passage of the Bail Bond Regulatory Act in 1937; however, my department lacks the resources to allow for a comprehensive bail enforcement program. Another important issue raised today is whether it is fair or constitutional to have a bail system that detains people who are unable to afford bail while releasing wealthier people who are able to pay bail. As the regulator of more than 3,000 bail agents and the nearly 20 insurers issuing bail bonds, I take very seriously the issues discussed today. I welcome additional comments from any and all members of the public and will make my recommendations in the coming weeks."
