Commissioner Poizner Announces CDI Honored With Government Technology Award For Successful Implementation of Innovative Online Process
Insurance Commissioner Poizner today announced that the California Department of Insurance and Delegata, a technology consulting firm, are recipients of the 2009 Best Solutions Award at the Government Technology Conference. CDI partnered with Delegata to design, develop and implement the Online Assistance System for Insurer Submittals (OASIS), an online web-based business transaction and payment portal.
"As head of the largest consumer protection agency in the state, I am committed to streamlining government and making the day-to-day processes more efficient," said Commissioner Poizner. "I'm proud of the Department of Insurance team that worked tirelessly to infuse innovation into the everyday aspects of the Department. This is a wonderful example how we can use existing resources to better serve the people of California and just one of the methods used by CDI earlier this year when we voluntarily cut our own budget by 10 percent."
CDI worked with Delegata to develop and implement OASIS, which enables insurers to submit web-based applications and credit card payments via CDI's website. OASIS allows forin-house online sharing and processing of documents viaelectronic workflows to multiple program areas throughout CDI. OASIS has eliminated unnecessary paper flow and manual processes, replacing them with quick, efficient review cycles. Through the implementation of OASIS, CDI will be able to eliminate hundreds of pounds of paper and the need for physical storage space and costs, in addition to eliminating the risk for lost documents.

The Department of Insurance has won a number of awards for its technical achievements. Last fall, the Consumer Federation of America rated CDI's Web site as "excellent" for providing consumers information about auto and homeowners insurance. Earlier in the year, the National Association of Chief Information Officers (NASCIO) awarded the California Department of Insurance third place in the 2008 Recognition Awards for Outstanding Achievement in the Field of Information Technology in State Government. The award was for the Department's Telecommunications Infrastructure Replacement Project. The project was completed in 2008 and involved the replacement of a nearly 20-year old system with state-of-the-art Voice over Internet Protocol (VoIP) infrastructure. Included in the replacement was the successful installation of 1500 handsets, 150 softphones, and several call center applications. This transition has enabled the Department to better serve California consumers, in addition to saving $80,000 per year in long distance charges and communication lines.
