  1. What is the COIN Program?

    The California Organized Investment Network (COIN) is a program within the California Department of Insurance.  COIN is a collaborative effort between the Department of Insurance, the insurance industry doing business in California, community development organizations and advocates, and local governments to facilitate voluntary insurance industry investment in traditionally underserved communities in California.  COIN's goal is to help address unmet capital needs supporting economic development and affordable housing in or benefiting low-income urban and rural people or communities in California, either directly, or through fiscal intermediaries.

  2. What is the COIN Mission?

    The COIN Mission is to provide leadership in increasing the level of insurance industry capital in safe and sound investments providing fair returns to investors and social benefit to underserved communities.

  3. How does the COIN Program work?

    COIN serves as a facilitator or liaison between insurers and community organizations, and as a clearinghouse of community development investment information.  COIN works with community organizations that are seeking investment capital to identify investment opportunities.  "COIN Investment Opportunity Bulletins" are developed to communicate these proposals to insurers and are made available through the Department's bulletin process and the COIN Web site to all insurers doing business in California.

  4. How do I use the NEW Investment Opportunity Search feature to find investment opportunities for Insurers?

    Navigate to the NEW user-friendly searchable database of Open COIN Bulletins by clicking Search for Investment Opportunity Bulletins  on the COIN Home Page.  This takes you to the Investment Opportunity Simple Search screen.

    Navigate between the Simple and Advanced Search screens by clicking links found at the upper right hand corner of either screen.  Either screen offers you choices about what investment opportunities you would like to see based on what kind of investment it is, where the projects are located, and the resulting social benefits to California low-to-moderate income families and communities.

    You can use either the Simple or Advanced Search screens to narrow your search by completing text entry fields, selecting values from drop-down menus or checking boxes.

  5. How do I use the NEW Insurers as Community Development Investors Search feature to find investor-related information about Insurers?

    Navigate to the NEW user-friendly searchable database of Insurer COIN-qualifying investments and Insurer contact information by clicking Search for Insurers as Community Development Investors  on the COIN Home Page.

    This search feature was designed with two different uses in mind.  First, if you are involved in community development and seeking investment capital from the insurance industry, you can obtain contact information for companies that your research has indicated might be interested in the type of investment opportunity you are offering.  In addition, it can be used by anyone to research certain financial and other information about insurance companies, including what COIN-qualifying investments they have made.

    If you want information on a particular insurance company or group, you can enter its name or NAIC number on the Insurer Simple Search screen.

    You can also research insurance companies based on whether or not they have made COIN-qualifying investments previously reported to COIN.  You can further narrow the search to insurers that have made particular kinds of investments.

    Regardless of how you have structured your Search, from any Search Results screen, you can click on an insurance company name to get more detailed information about the company and its COIN-qualifying investments, if any.

  6. How do I download Search Results into an Excel spreadsheet?

    When you generate Search Results from either one of our two NEW searchable databases, you can download the information to an Excel spreadsheet file, as follows:

    a.  Click the "Download in Excel" button at the bottom of the Search
         Results page;

    b. Click the "Save" button that appears on the Excel dialogue box to
        save the Excel file to an appropriate file directory on your personal
        computer (the file will be saved to your personal computer under
        a preset default name); and

    c.  Click the "Open" button that appears on the Excel Dialogue box.

    A functional Excel spreadsheet file with the downloaded Search Results has been saved to your personal computer and is now on your screen ready for your use.  Important Note:  You must "Save" the spreadsheet before you "Open" it, or the spreadsheet will open as an .html file and you will not have Excel functionality.

  7. What are COIN Investment Opportunity Bulletins?

    COIN Bulletins are simply a means of informing insurance companies about some of the many possible investment opportunities which would meet the community development mission of the program.  It is a vehicle by which community development organizations actively seeking insurance company investments are able to communicate those needs to the insurance industry.  COIN is simply indicating that in our view, such an investment would meet the Social Benefit criteria of the COIN Insurer Community Development Investment Program.  We suggest they be used as examples, since we could not possibly identify all the investment opportuninties that exist benefiting low-to-moderate income familes and communities in California.

  8. The Open COIN Bulletins have moved.  Where do I find them?

    All Open COIN Bulletins have been moved to our NEW searchable Investment Opportunity Bulletins database.  To learn how to search for Open COIN Bulletins meeting criteria that you specify, refer to FAQ #4 (How do I use the NEW Investment Opportunity Search feature to find investment opportunities for Insurers?) or click Search for Investment Opportunity Bulletins  to immediately begin your search for current COIN-qualified investment opportunities.

    To see a listing of all Open COIN Bulletins, change the selection for "Extent of Social Benefit" to "All" and click the "Submit" button.

  9. How do I find NEW Open COIN Bulletins since the last time I visited the COIN Web site?

    To search for NEW Open COIN Bulletins published within a certain time period (1 month, 3 months, 6 months, or 1 year), go to the Investment Opportunity Simple Search screen by clicking Search for Investment Opportunity Bulletins  and modify your Search Results to list only the Open COIN Bulletins published or revised within the specified time period.  Select one of the time period values listed in the "Date Published or Revised within:" drop-down menu and click the "Submit" button to initiate your query.

  10. What information is available about Insurers and their history of making California community development investments?

    Information about an Insurer and its COIN-qualifying investments (if any) is available in our NEW searchable Insurers as Community Development Investors database on the Insurer Detail page.  To learn how to find this information, refer to FAQ #5 (How do I use the NEW Insurers as Community Development Investors Search feature to find investor-related information about Insurers?) or click Search for Insurers as Community Development Investors to immediately begin your query.

    The Insurer Detail page includes:

    a.  Company Name and Address

    b.  Company Type

    c.  COIN Investment Contact

    d.  Additional Information on the Company including NAIC Company #,
         NAIC Group #, NAIC Group Name, State of Domicile, Total
         Premiums, California Premiums, Total Invested Assets, and Total
         Capital and Surplus.

    e.  Depending on company size, a calculation of either 1% of CA
         Allocated Invested Assets or 1% of CA Allocated Capital and
         Surplus is also shown.

    f.  For Insurers with COIN-qualifying investments, tables summarizing
        their investments in various ways are shown.  Links to listings of
        all or selected kinds of investments are provided.

    Note:  the NEW Insurers as Community Development Investors database includes Insurer community investments identified pursuant to the CIS 2005 Data Call.

  11. How can I get Insurer contact information to tell them about a COIN-qualifying investment opportunity?

    Our NEW searchable Insurers as Community Development Investors database includes the name, phone number and address of personnel at insurance companies to contact about COIN-qualifying investment opportunities.  Refer to FAQ #5 (How do I use the NEW Insurers as Community Development Investors Search feature to find investor-related information about Insurers?) to learn how to use our Insurer Search screens to find Insurer investment contact information or click Search for Insurers as Community Development Investors  to immediately begin your query.

  12. Do investments need to be listed on a COIN Bulletin to be a  "COIN-qualifying community development investment?"

    No, community investments do not have to be listed on a COIN Bulletin to qualify under the program.  COIN Bulletins are intended to identify some of the current community development investment opportunities available to insurers, and provide you with examples of the types of community investments that qualify.  Our goal is to be of assistance to both community development organizations and insurance companies in facilitating communication about such "double bottom line" investment opportunities.

  13. What are Closed COIN Bulletins?

    Closed COIN Bulletins reflect investment proposals that were offered by a community organization and are no longer available for investment.  They offer historical information on COIN-qualified investments, serve as examples of the kinds of endeavors that qualify and can be found on the COIN Home Page under View Closed Investment Opportunity Bulletins (Click to view now).
