AGENTS & BROKERS: Non-Resident Application Requirements

What is Required?
The California Department of Insurance (CDI) requires fingerprint impressions from persons applying for a non-resident insurance producer license from the State of California. The fingerprints will be submitted to the California Department of Justice (DOJ) and to the Federal Bureau of Investigations (FBI) to ascertain whether or not the non-resident applicant has a criminal record that could prevent the applicant from holding a non-resident insurance producer's license in California.

Criminal background checks are an important safeguard to protect the insurance consumers from unscrupulous insurance producers. Fingerprinting is the most effective means to conduct an effective criminal background check.

Integrated Biometric Technology

All applicants who submit an application for an California Insurance license, postmarked after December 31, 2001, will be required to file fingerprint impressions.*

These fingerprint impressions must be taken by a law enforcement agency (police department, sheriff's office, etc.) on a standard fingerprint card. The fingerprint card is available from the law enforcement agency that you contact to do the printing. To ensure that your fingerprint impressions are properly recorded, you must enter the number "A0042" on the fingerprint card in the space designated for the "ORI" number. In addition, in the space designed for the "OCA" you must enter the number "1000."

To obtain a fingerprint card by mail, e-mail the Producer License Bureau. Note: the fingerprint cards cannot be e-mailed to you.

The Fingerprint card along with a check in the amount of $60.95 made payable to Integrated Biometric Technology (IBT), the vendor processing the fingerprints, must be mailed directly to:

What to do if your fingerprint results are delayed.

Checking on Status of Fingerprint Submission. Please allow a minimum of seven days from the date fingerprint impressions were taken before making a status inquiry. If you need to check the status of your fingerprints, below are the steps to follow:

Step 1
Applicants should check first with the California Department of Insurance (CDI) at (800) 967-9331 since the Department of Justice sends results directly to the CDI. 

The DOJ or FBI may need to manually process the fingerprint impressions. This process may delay the reporting of results.

Step 2
If the CDI does not yet have results, you can use the Department of Justice's (DOJ) automated telephone system to check on your submission by calling their 24-hour Automated Telephone service at (916) 227-4557. You will need the following information before placing the call:

  1. Call the CDI at (800) 967-9331 to receive your 10-digit Automated Transaction Identifier (ATI) number. The DOJ assigns each set of Live Scan fingerprint impressions an ATI number. This number will allow the DOJ's automated telephone service to check on the status of your fingerprints.
  2. Your date of birth (i.e. 01/01/1975).

Step 3
When your fingerprint impressions are processed the DOJ's recording will state the following, "The California level of services and/or FBI level of services were completed on [date]." The level of service is the request for a background check to be completed by both the DOJ and the FBI. However, if the recording states that the fingerprint results are "still in process," please continue to contact the DOJ's 24-hour Automated Telephone service at (916) 227-4557.

Note: Beginning on January 1, 2009, California's licensing fee for non-residents will be the same as the fee to become licensed as a resident producer when applying for the same type of license regardless of which state the individual holds a resident license.

Miscellaneous Non-Resident Information:

The following states issue licenses to individuals only: Florida, Georgia, Iowa, Minnesota, Tennessee, Vermont and West Virginia. The licensees from these states are licensed in that state as individuals only. If a business entity applicant from one of these states would like to be a non-resident business entity licensee in California, he or she must file on behalf of the business entity (and individual) in California.

Alabama: This state licenses business entities for Life Agent only. This state does not license fire and casualty business entities.

Kansas: This state licenses both residents and non-residents as business entities with the exception of surplus lines which can only be licensed as individuals.

Wisconsin: Business Entities are licensed on a volunteer basis. If a business entity applicant from Wisconsin would like to be a non-resident business entity licensee in California, he or she must file on behalf of the business entity (and individual) in California.

Puerto Rico: An applicant from Puerto Rico must be affiliated with a business entity. No individual company appointments are allowed. In addition, this Territory only licenses business entities. However, in order to issue a non-resident business entity license, CDI requires an individual application and a business entity endorsement. In addition, the non-resident licensees cannot be appointed by an insurer.

Canada: Provinces of Alberta, Manitoba and Ontario only: These Provinces do not issue Life Agent or Fire/Casualty Broker licenses. Fire and Casualty Agent's applying for a broker's license must take the CA examination.
